procps 4.0.1 RC1

Hi All,
  I have now tagged procps-ng version 4.0.1 release candidate 1. This
version has the library and header file name changes and will be the last
major change (hopefully).

It can be downloaded using git tag v4.0.1rc1 or at
https://gitlab.com/procps-ng/procps/-/tags/v4.0.1rc1

The question is, should translations be switched to newlib? Is it ready for
prime-time?
