Remote Configuration

Problems with Remote Configuration. 
I am using a Novell Netware DHCP server and also using the Novell Server
for TFTP. It works great for sending down the NBI file but it doesn't
read the default.conf

In the pxes config, I Enabled Remote Configuration.
for the Server I typed in: 198.113.47.3 (IP of Novell Server that I use
for TFTP)
for the Directory, I typed in: \TFTP (This is the directory on my Novell
Server that downloads the NBI file)

For some reason the default.conf does not load. Any ideas???
