getting an NTLDR setup that works with PXES is what I am after.

I have already looked at the above HOWTO and syslinux can do what I want
only if I create a separate fat 16 partition beside our Windows XP
install. Something we don't want to do here if possible.
I think you don't need a separate partition to boot PXES from a FAT
filesystem using SYSLINUX.
But I can't figure out how SYSLINUX can boot WXP, perhaps a MS guru...
