If USB is not used, set
LOCAL_USB_ENABLED='0'
Perhaps is not the problem, but helps to save some RAM.
Use X 3.3.6.
Set PXES_DEBUG=1.
Delete console=null from kernel command line if present.
Increase BOOT_MESSAGES value.

If everything fails, boot from CD and set NETWORK_CARD=dummy.
Then, in a command prompt
# autodetect -v net
# modprobe eth0
# dmesg
