Remote Configuration is not working

I'm playing with PXEConfig-0.9 on Redhat 9.0 server.
It appears that pxes-9.0.initrd that I create does not attempt to get configuration file (/pxes/config/<MAC>.conf )from the tftp server specified when I created the initrd. The server log does not show any tftp request for the config file.
I also tried to force this option in the pxelinux.cfg/default file as shown below but still no luck.

label pxes
kernel vmlinuz.pxes
append initrd=pxes-0.9.initrd ramdisk_size=32768 ro root=/dev/ram remote_configuration_enabled=1 configuration_server_name=galaxy
------end----
I also tried using the prebuilt initrd file (pxe-0.9-1.PB.initrd) but still failure.
What am I missing?
Is there a way to load the kernel/initrd in debug mode? I set the Boot Messages level to 4 when creating the initrd but I still don't see any debug info during PXE boot.
