I have tried local terminal as suggested, this shows the window is larger
than the screen and text is larger.

I therefore think problem must be back in Xwindow setup and probably as a
result of an unsupported video card.

Hardware is using Intel 845GV chipset.
If I set Xwindows higher that 8bits I get error at startup:

SVGA : PCI : Intel Unknown Chipset (0x2562) rev 3, Memory
@ )xe0000000, )xecl00000
SVGA Chipset Generic
SVGA Videoram 64 K
SVGA Clocks 25.18

SVGA 24 bpp not supported for this chipset

A configured device found , but display modes could not be resolved.

Fatal server error

No screens found

You can use the same approach, but adding network swap will be terrible
slow.
If your think clients have hard disks you can add a swap partition with
much better results.
Anyway, the best option is to add some RAM.
