writing files with non-english names to usb flash (locale related) problem

Hi list!

First of all, before asking, i want to contribute something ;)
skip this section and you'll find my question :)

PROBLEM: after pressing Alt+Shift in RDP session windows started to
act like "Alt" is always pressed.
DETAILS: X 4.3.0, pxes 1.0.6, remote desktop only (no local x),
network boot, switch beetween locales in windows by Ctrl+Shift
WORKAROUND: switch to VT, press any key, switch back. Works till next
"Alt"-press ;)
SOLUTION: workaround is not suitable of course, managers do not have
to know Alt+F{n} magick ;). so here is relevant part of
<pxesdir>stock/extra/XFree86-4.3.0/etc/X11/XF86Config-4.tpl file:

#       Option "Alt_L"  "Alt_L"
#       Option "Alt_R"  "Alt_R"
Option "XkbDisable"

as you can see, i tried Alt_R instead of RightAlt. The idea was to
eliminate Meta option, so after few experiments i commented it all
out, and added xkbdisable option. Then rebuilt all with pxesconfig
(initialize ram disk). After that it is working fine, you can map
locale change in RDP session to whatever you like and no "frozen alt"
effect. It's working for me, but if someone with that problem test it
out and confirm to list  it'll be great (i'm paranoid, and not willing
to desinformate somebody)

sorry if this problem was noob enough to post to list, but if i had
found such description myself, i would save myself half of the day ;)

ok, and now my new problem:
i've enabled usb, it works fine, pxes maps flash to remote desktop so
even dumbest manager can find it, and reading|writing is working.
exept when i have russian filenames.
In that case i got access denied in remote desktop session.
how do i fix it? (e.g. how do i add locale to pxes itself? i hope it
will solve this issue)

or maybe there's another way, and i'm doing something wrong?
i can give any related information that can bring more light on whats
exactly is the problem.
