It *can* be done, but the added latency of running the software over the
network/terminal services isn't the best idea.

Personally, I would setup a "fat" thin client.  I would have it using
the local desktop for only the VoIP application, and getting all other
applications from a network server.  Having the soft phones local will
remove most of the problems you would encounter otherwise.
