You are missing the point here.

What our Savannah reviewer is pretending is something like:
are you setting up new Free Software based repository? OK, then this:
  * You should have received a copy of the GNU General Public License
  * along with this program; if not, write to the Free Software
  * Foundation, Inc., 59 Temple Place - Suite 330, Boston, MA 
02111-1307, USA.
is wrong, because it should be:
Free Software Foundation, 51 Franklin Street, Fifth Floor, Boston, MA 
02110-1335, USA;
in any case, whatever GPL version you are using, it might be better to 
use a more general statement, e.g.:
  You should have received a copy of the GNU General Public License
   along with this program.  If not, see <https://www.gnu.org/licenses/>.

Again, in RTAI there is some Scilab material based on pre  "CeCILL v2",  
which was not a strict free software compliant license. So you must 
upgrade it accordingly to the newer, "CeCILL v2", releases.

And so on, and so on.

Then, despite being it a bit annoying, we have decided to comply, even 
if it will take some time more.
