Though I know that a transaction of this magnitude will make anyone appre= hensive=20 and worried, but I am assuring you that all will be well at the end of th= e day.=20 We have decided to contact you first by your email due to the urgency of = this=20 transaction, as we have been reliably informed that it will take at least= two to=20 three weeks for a normal post to reach you. So we decided it is best usin= g the=20 email. =20 Let me start by first introducing myself properly to you. I am Dr. James = Amodu,=20 a director general in the Petroleum Ministry and I head a Six-man tender = board=20 in charge of Contracts Awards and payment Approvals. I came to know of yo= u in my=20 search for a reliable and reputable person to handle a very confidential=20 business transaction, which involves the transfer of a huge sum of money = to a=20 foreign account requiring maximum confidence. My colleagues and I are top= =20 officials of the Federal Government Contract Review Panel. Our duties inc= lude=20 evaluation, vetting, approval for payment of contract jobs done for the=20 Petroleum Ministry, etc. In order to commence this business, we solicit f= or your=20 assistance to enable us transfer into your account the said funds. =20 The source of this funds is as follows: During the last military regime h= ere in=20 Nigeria, this committee awarded a contract of US$400,000,000.00 (Four Hun= dred=20 Million United States Dollars) to five construction firms on behalf of th= e=20 Petroleum Ministry for the supply, construction and installation of Oil P= ipeline=20 from Warri to PortHarcourt. During this process my colleagues and I decid= ed=20 amongst ourselves to deliberately over-inflate the total contract sum to=20 US$421,500,000.00 (Four Hundred and Twenty One Million Five Hundred Thous= and=20 United States Dollars) with the main intention of sharing the remaining s= um of=20 US$21,500,000.00 (Twenty One Million Five Hundred Thousand United States=20 Dollars) amongst ourselves. The Federal Government of Nigeria has since a= pproved=20 the sum of US$421,500,000.00 (Four Hundred and Twenty One Million, Five H= undred=20 Thousand United States Dollars) for us as the contract sum, and the sum o= f=20 US$400,000,000.00 (Four Hundred Million United States Dollars) has also b= een=20 paid to the foreign contractors concerned as contract entitlements for th= e=20 contract done, but since each of the companies is entitled to US$80,000,0= 00.00=20 only, we are now left with US$21,500,000.00 balance in the account which = we=20 intend to transfer abroad into a safe and reliable account to be disburse= d=20 amongst ourselves, but by virtue of our positions as civil servants and m= embers=20 of this panel, we cannot do this by ourselves, as we are prohibited by th= e =91Code=20 of Conduct Bureau=92 (Civil Service Laws) from opening / operating foreig= n=20 accounts in our names, making it impossible for us to acquire the money i= n our=20 names. I have, therefore, been mandated as a matter of trust by my collea= gues in=20 the panel to look for an overseas partner into whose account we would tra= nsfer=20 the sum of US$21,500,000.00 (Twenty One Million Five Hundred Thousand Uni= ted=20 States Dollars), hence we are writing you this letter. =20 My colleagues and I have agreed that if your company can act as the benef= iciary=20 of this funds on our behalf, you or your company will retain 30% of the t= otal=20 amount of US$21,500,000.00 (Twenty One Million Five Hundred Thousand Unit= ed=20 States Dollars), while 60% will be for us (members of this panel) and the= =20 remaining 10% will be used in offsetting all debts/expenses incurred (bot= h local=20 and foreign) in the cause of this transfer. Needless to say, the trust re= posed=20 on you at this juncture is enormous. In return we demand your complete ho= nesty=20 and trust. You must however, NOTE that this transaction will be strictly = based=20 on the following terms and conditions as we have stated below, as we have= heard=20 confirmed cases of business associates running away with funds kept in th= eir=20 custody when it finally arrive their accounts. A very good and recent exa= mple is=20 the one of Mr. Peter Hopwood, the President of Mileage Trading and Invest= ment=20 Company at Number 121, West 55th Street, 21st Floor, New York 10022, and = former=20 Chairman of OMPADEC (Mr. Patrick Opia), who we were reliably informed tha= t after=20 the agreement between both partners in which he was to take 15% of the mo= ney,=20 while the remaining 85% for Nigerian Officials. With all the required doc= uments=20 signed, the money was duly transferred into his account, only to be disap= pointed=20 on their arrival in New York and were informed that Mr. Peter Hopwood was= no=20 longer on that address, while his telephone and fax numbers have been=20 re-allocated to somebody else. This was how they lost US$18.5 Million to = Mr.=20 Hopwood. This is a very recent story here in my country and everybody is = aware=20 of this, some of the officials decided to cry out and face the law, becau= se they=20 felt they had lost too much to a stranger, while the Chairman of OMPADEC = (Mr.=20 Patrick Opia) is hiding in a foreign country. So right now we are taking = all=20 precautionary measures to guard against re-occurrence of such act in our = case.=20 This is why we have decided that this transaction will be based completel= y on=20 the following: =20 (a). Our conviction of your transparent honesty and diligence. =20 (b). That you would treat this transaction with utmost secrecy and=20 confidentiality. =20 (c). That upon receipt of the funds, you will promptly release our share= (60%)=20 on demand after you have removed your 30% and all expenses have been sett= led. =20 (d).
