Using Chrony with RTL--No /dev/rtc!?

I installed Chrony 1.20 on my RTL machine, which is based on RHL 9. For the 
most part it works. It seems to work very well with the non-RTL boot on the 
same machine from which the RTL boot was derived. However, on the RTL boot, 
it has a problem with the RTC (realtime clock). In particular, with the 
rtcdata command. chronyc produces a message that tells me that there is no 
/dev/rtc. It looks like it's there to me. I can ls -l it, and it looks 
identical to the one used in the non-RTL boot. I'm using exactly the same 
Chrony in both boots. Otherwise, I can use other chronyc 
commands--tracking, password, makestep, local list, etc. What am I missing?
