There are a number of published controllers using RTLinux/RTAI so I don't
think there is a principle show-stoper taking the reaction time of a 
hard-drive into account - but it really depends on the hardware that you
plan to use for the controller side.

you might want to go through the publications of the realtime linux 
workshops - there are a number of controller papers and benchmark papers
that might help make the decision.
