Yes. I've used it. You can install by hand or use the setup tool. Apparently 
the installer lets you install packages from the command line, but I haven't 
tried it. This might be an XP or configuration issue, but I've noticed that 
rsync under Cygwin is very, very slow compared to Linux. It does work and 
I've used it to copy files across the LAN.
