Deploying without shell access possible?

Is it possible to build an application using waf, cms, portal server, etc and deploy it as a war file or something along those lines that doesn't need access to a shell to run ccm (ex ccm load)? It looks like it may be possible. Maybe set up ccm-core as ROOT.war and all the other applications in their own context? /cms/, /portral/, etc? Is there some way of packaging everything up in one war file? Maybe moving a bunch of files around would do it and creating a web-inf/lib directory. Has anyone done this?
