We haven't ported all apps to the new scheme yet; you're probably 
running into issues. FAQ is not used as often.

Also note that you're running on nightly builds, so success rates vary 
depending on day :).

Yes, this is ideal. The main reason this hasn't happened is due to some 
limitations in the Servlet 2.2 specification (enterprises do not adopt 
latest specs very rapidly, so we stay further back from the latest). We 
have moved to 2.3 in the nightlies now but updating the code base in 
this regard takes time.

ccm load and friends is largely implemented in Java; the perl tools are 
mostly wrappers to set up the Java environment properly I believe.

See above as to why we don't do WAR right now. Different pieces in 
separate WAR files would be nice, though.
