CCM Core lib files

I am a little confused as to where the lib files are supposed to go.  The
com.arsdigita.tools.catalina.startup.Bootstrap class references
getCCMHome()/webapps/WEB-INF/lib/ however I don't see that directory ever
existing in any of the nightly builds.  I see the lib files located in
usr/share/java/ccm-core-[ver]/.  Can anyone shed any light on this for me.
