Assuming you're installing on an RPM based Linux distribution, such as RHEL or Fedora Core, you want to download the RPM files (.rpm). Once you've got these, the APLAWS+ Quick Start Guide covers installation. It's available from: http://prdownloads.sourceforge.net/aplaws/rhea-qs-aplaws-en-1.0.0-2.pdf?download The APLAWS+ Administrator Guide documents various tools, including the content importer.
