if the file is still there doesn't mean it is not getting transferred to 
"contrib" though.

anyway, if you upload a file (hope it is an rpm package), and you made 
another "release" you are not supposed to use the same name, as the 
version number or the release number for the package need to be changed 
too.

you need to upload also the src from where you build the package and the 
building dependencies if they are not standard.

i had not uploaded a package on a lot of time, but those were somehow the 
requirements for a package being contributed at that time.
