I guess the 2.88 Mbyte floppy image should work.
Adapt this:
mount -o loop,ro <disk image> /mnt/floppy
mke2fs /dev/sda1
mount /dev/sda1 /mnt/cf
cp -a /mnt/floppy/* /mnt/cf
# You may want to edit stuff on the cf bere.
umount /mnt/cf /mnt/floppy
