/etc/profile would probably be the one.

grep -ir ulimit /etc/*
/etc/init.d/functions:  ulimit -S -c 0 >/dev/null 2>&1
/etc/profile:ulimit -S -c 0 > /dev/null 2>&1
/etc/rc.d/init.d/functions:     ulimit -S -c 0 >/dev/null 2>&1
[this is on RH7.2]
