Proposal: Require just the standard set of apps to be release-blocking on Workstation x86_64, not all apps

Hi folks,
we have published a release criteria change proposal at Fedora Discussion:

This is a notification to make sure everybody can see it and post feedback,
even when not watching Fedora Discussion regularly.
