Re: [rawhide] fmt and spdlog upgrade/soname bump

The android-tools package is also involved in the abseil-cpp rebuild, 
announced on 2026-06-16 and currently in progress in 
f45-build-side-141872. If everything goes well, I might be able to merge 
this side tag as early as tomorrow, but there are long dependency 
chains, and a lot of opportunities for new problems to have crept in 
since I impact-checked the update. Delays are always possible.
