Non-responsive packager check for @stingray

Hi all,

would anyone know how to contact @stingray please? They maintain the
pyserial package but have not responded to PRs/bugs for quite some
time. So, I have had to, unfortunately, begin the non-responsive
process:

They maintain 14 packages in total, but I've not checked any of the
others as I don't use them:
