Sorry everybody for the noise.

Long story short. I was working on converting the script to use forgejo API as part of the transition off of pagure.  I didn't realize that the "AT username` constructions already in use in the issue description and comment text would fire off notification noise when I was using the script with a non-official repository to file tickets against.

I've now updated the script logic so that the 'AT username' constructions in the text only get used in the official repo. So that change should future-proof things for people doing enhancement work using forks and pull requests from running into this notification noise again.   

I've got a couple of pull requests up against the parent repository. The one that includes the forgejo API for ticket operations is here:
