[heads-up] mutter and gnome-desktop3/4 soname version bump for rawhide

	Hi,
so far mutter and gnome-desktop3 had noticeable soname version changes
within the GNOME 51.alpha updates.

For the gnome-dekstop3 51.alpha the `dnf repoquery --whatrequires
"gnome-desktop3-devel" --recursive --enablerepo=fedora-source` returns
this list:

budgie-desktop
budgie-session
cheese
eog
evince
evolution
evolution-ews
evolution-rspam
gala
gnome-desktop-sharp
gnome-directory-thumbnailer
gnome-flashback
gnome-panel
libphosh-devel

and for gnome-desktop4-devel:

I have commit rights for plenty of them, but not for all.

I went through all of them and either rebuilt them or scratch-built
them against the side tag. The list of the leftovers divides into these
groups:

* dead packages:

    cheese
    gala
    wingpanel

* simple rebuild is required:

    budgie-desktop
    budgie-session
    gnome-desktop-sharp
    gnome-directory-thumbnailer
    gnome-flashback
    gnome-panel
    magpie
    phoc
    phosh
    stevia

* cannot tell due to other dependencies:

    phosh-mobile-settings - requires phoc and phosh to be built first
    phrog - requires phosh to be built first

* awaiting new release, which I can handle myself once done:

    gnome-kiosk - requires release for new mutter

* problematic package:

    budgie-control-center - libgnome-desktop/gnome-rr.h was dropped

The build is prepared in a side tag `f45-build-side-142282` , which can
be used as:

     fedpkg build --target=f45-build-side-142282

I'd appreciate a help from the respective maintainers or a proven
packager on packages I was not able to rebuild myself (the list above).
