No, OpenPGP is a standard which describes the format of an OpenPGP message,
an OpenPGP key packet, an OpenPGP signature packet, etc. The only place
where the standard mentions "PGP" is in delimiters of the ASCII-armored
packets, and this part is pretty much only there for compatibility
reasons. I agree that changing it would break *a lot* of things, but
it is not the name of the format; nowadays it is merely a sequence of bytes
used to denote specific portions of the packet.
