Both this Change and the other Atomic + Anaconda Change probably need to 
be reclassified as System-wide Changes, since anaconda is a critpath 
component.

Also, it's unclear to me why this Web-based remote installation Change 
is only targeted toward Atomic Desktops. Wouldn't enabling this feature 
in anaconda also allow it to be used for other Fedora deliverables that 
currently ship the anaconda webui? I assume it would be more useful for 
the Fedora Server usecase where there isn't always robust console access 
to use a browser for local installation like there is on a desktop 
workstation.
