I got a token. I found that I needed
	fedpkg set-pagure-token
and let it prompt for the token. It created
	/home/kgold/.config/rpkg/fedpkg.conf

I still get the 403 error.

Could not execute new_sources: Fail to upload files. Server returns status 403
