Thank you for the hint. However, pagure.io has been decommissioned.

Is there a link to the new packager process?

Yes, I read the link from pagure, but it was only an announcement. I.e., it 
said
" contributors making use of pagure.io are encouraged to migrate Fedora
Project related work to forge.fedoraproject.org" but doesn't say how.
