I'm not sure where you get liborc from this.  The dep I see from this is:
  parquet-libs-0:23.0.1-10.fc45.x86_64
which comes from libarrow.  I would suggest using:

fedrq whatrequires-src -F src thrift

ceph
gnuradio
libarrow
thrift

although it looks like the gnuradio's dep comes in via python3-thrift so 
it shouldn't need a rebuild.

I'm building libarrow now since that affects me.

I see now that you are the maintainer for that and ceph so I'm going to 
let you rebuild ceph.
