[SONAME BUMP] ffmpeg upgrade from 8.1 to 9.0

Hey folks,
I'm updating ffmpeg from 8.1 to 9.0 in Rawhide. 

I've rebuilt all dependent packages in my COPR and opened PRs where
necessary. Despite the SONAME bump and dropping some deprecated audio
APIs, I encountered only ~10 build failures, all of which have been
addressed.

I'm going to land the update in Fedora rawhide next week, when Firefox
155 is scheduled to be released, because that's the version that
includes support for FFmpeg 9. I will also merge any unmerged PRs then
and announce the side-tag name.
