As I say, it doesn't happen to me, but looking back at the bug history
it appears to be related to GDM and/or Packagekit. I don't use either
of those (I guess packagekit is running but I never touch it, nor do I
use GUI updaters). If you always use dnf directly, you might consider
removing PackageKit as a test.
