Is the installed gnome-shell the one from the Fedora repo now?
I don't know what's wrong with your setup.  I tried the live boot and 
starting gnome-shell from the console worked normally.  The only things 
that don't work are logout and screen saver because those are handled by 
gdm.  "systemctl start gdm" should get you a normal login screen.
