Plasma Welcome pop-up keeps appearing

Since updating to KDE 6.7, I keep getting the Welcome window on logging
in. Not important, just annoying.

I've removed the plasma-welcome RPM, but am wondering what happened.
Does KDE think it wasn't completely installed?
