The law changed a long time ago, late 1970s I think,  to mandate a plug is fitted to all appliances.

The reason that the dealer/shop would fit the plug was that for a long time there where
two plug systems in use. The 15A system and the current 13A system.

As old houses where rewired the 15A was replaced by 13A system.
