There is a dnf setting to control how many old kernels will be kept.
See man dnf.conf and installonly_limit

Personally I raise that limit, but you can set to 2.
At 2 that means that if a new kernel causing you a problem you can
boot up and choose the last working kernel.

There is also the rescue kernel that you can get rid of.

If you get rid of the rescue kernel make sure that you have a live USB =
