There is a dnf setting to control how many old kernels will be kept. See man dnf.conf and installonly_limit Personally I raise that limit, but you can set to 2. At 2 that means that if a new kernel causing you a problem you can boot up and choose the last working kernel. There is also the rescue kernel that you can get rid of. See https://discussion.fedoraproject.org/t/rescue-kernel-removal/139119 If you get rid of the rescue kernel make sure that you have a live USB = in case you need to repair your system.
