Dann hast du wahrscheinlich ein X11 Konfiguration, die nicht ganz passt.
Prüfe ob du eine /etc/X11/xorg.conf hast und ob dort Keyboard Einstellungen hinterlegt sind.

Ich habe keine /etc/X11/xorg.conf, daher greift bei mir folgende Konfigurationsdatei:
/etc/X11/xorg.conf.d/00-system-setup-keyboard.conf:
# This file is autogenerated by system-setup-keyboard. Any 
# modifications will be lost.

Section "InputClass"
	Identifier	"system-setup-keyboard"
	MatchIsKeyboard	"on"
	Option		"XkbModel"	"pc105"
	Option		"XkbLayout"	"de"

Hallo,
das hat leider nichts an meinem Problem geändert. Bei der Anmeldung am 
System muss ich immer noch amerikanische Belegung verwenden.
Die Konfigurationsdatei keyboard sah vorher so aus:
KEYTABLE="de"
MODEL="pc105"
LAYOUT="de"
und jetzt so:
KEYTABLE="de-latin1-nodeadkeys"
MODEL="pc105"
LAYOUT="de"
VARIANT="nodeadkeys"
