Um, as the date on that email says, 6.1.3 came out in January 2023.
That's "six point one point three". The current kernel in Fedora 41 is
6.11.11 - that's "six point eleven point eleven". Kernel 6.12 ("six
point twelve") is released upstream but not yet in stable Fedoras.
Rawhide is on a pre-release of 6.13 ("six point thirteen"), which is
not yet stable. I think you got confused between 6.1.3 and 6.13?
