You can propose a blocker through https://qa.fedoraproject.org/blockerbugs/
using the Propose button. Although I'm not sure if you can find a violated
release criterion for it:

For a common bug writeup, feel free to create it in the Proposed Common
Issues section, following the included template:

This bug might be a good fit for it.
