Fedora missing AV1 on Intel with own default drivers

HI @devel guys.
Did you notice that with with default out-of-box install 
Fedora is missing...

-> $ vainfo

.. the decoder? Encoder is there.
It's not a hardware issue - I'm on Intel's ARC A310 - for... 
it suffices to install:
intel-media-driver
from RPM Fusion and.. decoder is "back".

This makes little sense right - is a bug in my mind - and 
would be great is you/somebody look into it.
It's not a biggie but bit discouraging and needs users to 
pay attention to, while many of them probably do not and not 
realize that their Firefox (& every other app?) does not use 
hardware do decode AV1 with out-of-box installation.
