Release criteria proposal: partial kickstarts

Hi folks! I finally got around to some old tickets today, specifically https://forge.fedoraproject.org/quality/tickets/issues/750 . I've written the wiki test case and I'm doing the openQA test now. However, looking back at the bug that prompted the ticket - https://bugzilla.redhat.com/show_bug.cgi?id=2241632 - I really don't love the criteria judo we used to accept it as a blocker. I think it'd be better to have a specific Beta criterion for this, so I'm going to propose it. I think we should make it Final rather than Beta as it's a bit less critical than the other kickstart requirements. So in Final, I propose we add: "Partially attended installation If prompted to perform a scripted installation with a configuration that is only partially complete, the installer should accept the configuration elements that are provided and prompt for interactive completion of the missing elements." Thoughts?
