I am unable to have myRed Hat Enterprise Linux Server release 6.3 (Santiago)
system serve as a print server. How do I get this server to allow lpd
service to Windows, Macs and other linux computers on the network?

I see that Red Hat Enterprise Linux Server release 5.9 (Tikanga) used
eggcups with cups to act as a server.

ps -ef | grep cups
root 18367 1 0 Jan31 ? 00:00:04 eggcups --sm-client-id
default4

Red Hat Enterprise Linux AS release 4 (Nahant Update 9) used

root 4611 1 0 2012 ? 00:00:00 cups-config-daemon
lp 7283 4372 0 2012 ? 00:00:00 cups-lpd
lp 20102 4372 0 2012 ? 00:00:00 cups-lpd
root 25394 1 0 Feb17 ? 00:00:28 cupsd
