Question about access.redhat.com

I notice some pages on https://access.redhat.com are accessible such as
https://access.redhat.com/site/documentation/en-US/Red_Hat_Enterprise_Linux/6/html/SystemTap_Beginners_Guide/index.html

while others are not, such as
https://access.redhat.com/site/solutions/9907
unless you have a paid subscription.

There're two types of registration on the web site. The free one seems to be useless: I can access the first web page shown above without login but can't view the second page even after login. So, is the free registration totally useless?
