Let's see what else has been changed on those packages.  Try:

rpm -V openssh-server
rpm -V openssh-clients

And while we are at it:

rpm -V yum

The rpm -V openssh-server command shows:
S.5....T  c /etc/pam.d/sshd
S.5....T  c /etc/ssh/sshd_config

The rpm -V openssh-clients command shows:
S.5....T  c /etc/ssh/ssh_config
