Boot hangs "Loading default keymap" and "Setting default font"

This problem happens with kernel-2.4.9-18 on a HP Workstation i2000.

Before the HP recommended low level format and BIOS update,
linux hanged at this line during the boot:

    Loading default keymap (us)

After the HP recommended low level format and BIOS update,
linux hangs at this line during the boot:

    Setting default font (lat0-sun16)

What is the best way to get past this problem?
