There was a policy change.  Red Hat no longer distributes all ISOs for free.
Some are still distributed for free, but others are only available to
customers who purchase them.  Generally, the server OS releases are not
available for free download, and the commodity workstation box-product
releases are still available for free download.  The first release affected
by this policy change was the IA-64 RHL 7.2 release.

For IA-64 RHL 7.2, while the ISOs are not available for free download, all 
of the RPMS can be downloaded for free, so it is still possible to get it
for free, it is just a lot more work to install from the raw RPMS.

I was going to point you at a URL where you can purchase IA-64 RHL 7.2, but
I see now that it has been discontinued.  It will be replaced by an
Advanced Server release for IA-64, which is unfortunately not available yet.

There was no IA-64 RHL 7.3 release.  I believe RHL 7.3 was an x86 only release.
