making ls120 disk

We used the following command on an Itanium with HP-UX installed:
dd if=/home/users/mrcannon/boot.img of=/dev/floppy/c1t0d0 bs=180k

It access the floppy for some period of time, like it is writing the image,
but we are unable to boot from the ls-120 floppy.  Any ideas?
