It indeed is an annoying problem for non english user, and I remember 
having similar issues in the past, but it's an internationalization bug 
and not a translation bug.
Because it is related to layouts and tools, and not the content.

A translation related bug would be : a late major change in major 
software's interfaces (like anaconda), and not enough time for teams to 
translate, do we release Fedora even if only partly translated? But I'm 
afraid nobody can monitor this at the moment.
