i think it means the number exceeds the capacity for , lets say, certain number of  packages.

FWIW, I've translated it to something that back in English would be
like "no data manager found for %s".  From the code[1], it looks like
there are different types of repos or downloadable "stuff" (payload),
that can each have a different "manager" (factory), such as a normal
rpm and a deltarpm.
