Zanata also has a feature called "merge translation" http://docs.zanata.org/en/release/user-guide/versions/merge-translations/ But it will merge all languages whereas here you only want to merge fr. We are currently working on a new feature to restrict to only one language, including fuzzy matches (TM merge on version). Hopefully this will make such task easier in the future.
